Second Essay

Science and Technology to fight crime breaches personal privacy

In recent years, there has been an increasing use of science and technology to fight crime in all over the world. It is widely believed that modern equipment has a huge effect to identify the victims. Many countries has been using several type of technique to protect the crime such as; Monitoring, Database (Including DNA databases), Biometrics, Fingerprint. This skill is modifying itself day after day by science and technology. Almost 64 old crimes has detected by DNA test of the United Kingdom in 2007 (http://www.4ni.co.uk/northern_ireland_news.asp?id=22798), on the other hand a number of people also faced some of their privacy problem. For this reason, there are a lot of debates about the proper utilization of modern technology in crime sector. Although some people say that technology has been protecting crime, a number of people think that the authority cannot maintain properly to protect their personal privacy by science. Professor Paul Schwartz believes that, we need to protect data in telecommunication field, so, his recent article he include, “Notification of Data Security Breaches" (http://www.law.berkeley.edu/php-programs/faculty/facultyProfile.php?facID=5517). Later when this essay will study about the wrong judgement by modern science and latest technology then it may be possible the people will also agree with Professor Paul Schwartz. However, this essay will examine two opposing viewpoints; one hand is that, increased use of science and technology to fight crime breaches personal privacy, on the other hand the necessity of this technique to discover the crime history.

Science and Technology have been making simple to identify the victim around the law and Oder, but they also have been showing negative effect on people’s personal privacy. Firstly, police man can find out easily the victim’s position by monitoring such as; CCTV and Mobile user devices, on the other hand sometimes these are not give any respect to the rules of Human Rights Act 1998 - Article 8 where gives to mention that everyone has the right to respect of private and family life (
http://www.opsi.gov.uk/ACTS/acts1998/ukpga_19980042_en_3). For example, in 1995, Geoff Peck was trying to cut his wrists in a suicide attempt, and the council in the town centre of Brentwood was taking this scene by CCTV. Next day they released this footage of his action to the media. That time, he was totally surprised and so, he was going to the European Court of Human Rights because without his knowledge, the council released his image (http://www.spiked-online.com/Printable/00000002D150.htm). Richard Thomas also mention his Researchers highlight "dataveillance", in mobile phone and CCTV (http://news.bbc.co.uk/1/hi/uk/6108496.stm).Therefore, it is necessary to maintain a standards in order to continue to protect the privacy of the public in the monitoring field.

DNA Database 'missing' details of 2.3m criminals
Summary
DNA Database is one of the most important new technologies to find out the original victim. Unbelievable But, it is true that, about 2.3 million criminal’s DNA data have no record on the register because, some of them were convicted before 2001 or these peoples have not been arrested since. According the figure, almost 857,000 people’s information are in database but, these large amount of people did not have any criminal record, on the other hand almost 42 percent criminal’s samples have no record on the database. So, Chris Huhne was very angry for that and the National policing improvement Agency said, the database was vital not only detecting the guilty but in eliminating the innocent from inquiries.

London Visit

National Gallery
I was interested in visiting the National Gallery so I went to see it myself. You can find over one thousand portraits featuring people who have formed and shaped British history from the past to the present day. The national gallery is the best collection of European painting in the world. The ground floor and the first floor contain Victorian art and the 20th century andthe collection is organized chronologically starting from the second floor. The nationalgallery is located on the north side of Trafalgar Square on Orange Street and has been refurbished many times. The building has a beautiful design and the architecture is very modern, which is why I prefer inside the gallery. The rooms are large and each room contains many pictures on each floor, the large hall which is connected to smaller rooms without any doors. 38 rooms contain portraits dedicated to science, technology and business and 41 rooms are dedicated to the arts. The ground floor is dedicated to the national gallery’s own general collection and portrays aspects of modern portrait practice . There are also many pictures of British politicians and the Royal family. Many of the pictures have protective glass coverings. The national gallery technical, published annually, is an exclusive record of research carried out by the national gallery. Last Friday I went there. It has a guided tour daily at 11:30 A.M. and 2:30 P.M. and it is free for public. Its collection can be enjoyed by the largest public possible. It was my first visit to the national gallery it is a large wonderful and building. All of the people in the pictures were famous from people all years of British history, some faces are well-known while others are less so. All of the paintings have a short biography and information about when it was created. The most interesting part is, you visit the exhibition and you can choose your favourite portrait. You can then fill in a form to register your vote and this made me feel more part of the experience. Every day it is also possible to listen to various talks and lectures, giving you extra information on parts of the exhibition. There are also many special exhibition that are held throughout the year. After After I saw the gallery , I was interested in finding out how paintings are collected. Matthew Power of The National Gallery gave me information about how the gallery operates, and the process. The Gallery purchases new works for the collection however it borrows paintings from other collections from time to time. Funding of the acquisitions comes both from the Government and through private funds. For example, In April 1824 the House of Commons listed £57,000 for the purchase of the thirty- eight pictures of the banker John Angerstein (1735 - 1823). The gallery forms the basis of the national collection. Also the gallery is given grant aid from the Government and also is given money through sponsorships and the National Gallery Company. From the very beginning, the National Gallery's collection had included works by British artists. Afterwards, he told me more about the process. At first, The Gallery has loaned old paintings to other museums for their exhibitions. Then works for the collection is purchased by The Gallery, it will also be gifted paintings through bequests or through the in lieu of inheritance tax scheme.

Speaking Practice

SUMMARY
I and one of my friend Sabria discussed together about the necessity of internet security and Mobile communication. At the current moment almost all the people are depend on internet and mobile technology. Sometimes many computer experts want to destroy the internet security and put them harmful virus. For this reason, many important data will be going to damage. On the other hand mobile technology is fully maintains by Internet. So, at the first time we need to improve our internet security, because without strong security nobody wants to put their data in internet. Government should be improving their personal security because sometimes they need to submit their many confidential data in internet. Cisco already improved this area and this Institute continue give us many advise how we can protect ours data morein Internet.

Seminar

Summary
Today I participated with a Seminar. Ours Topic name was Fighting crime with science. We discussed about the Monitoring, Identity cards, Databases (including DNA database), Biometrics, CCTV, Personalized cards for entry to workplaces or transport systems and also other forms of surveillance. Ours main debated about the advantages and disadvantage of those fields. Although we all agree with the necessity of country’s database, government should give ensure to his peoples that their data are fully protected by themselves. We also feels Scientific process are very cost-effective. So, we should take this one which has more benefit than negative effect on us.
